The regional office of Environmental Management Bureau (EMB-13) issued warning to proponents in Caraga Region over individuals fabricating Environmental Compliance Certificate (ECC).
EMB-13, in its recent advisory, has urged the proponents of projects and establishments to be cautious in availing the services of consultants or liaisons for the processing of ECCs and other environmental permits.
OIC Regional Director Engr. Albert G. Arcamo said that he immediately created a team to investigate reports and claims over the proliferation of ECC especially in some tourism-related establishments (TREs) in Siargao Islands and other parts of the region. He vowed to take appropriate charges to persons found liable in the said fraudulent act.
ECC and other permits are strictly required by law for projects and establishments. Presidential Decree 1586 required business owners or project proponents to apply with these basic requirements to ensure that their projects will not cause harm or unacceptable impact to the environment. In 2019, the DOT has considered ECC as a prior requirement for accreditation of TREs.
Moreover, EMB-13 advised concerned proponents to closely coordinate with the Clearance and Permitting Division (CPD) of their office in determining the authenticity of issued environmental permits.
On the other hand, Arcamo stressed that EMB-13 will continue strengthen the monitoring of compliance of all establishments in the region as mandated under Clean Water Act, Clean Air Act, Solid Waste Management Act of 2000, PD 1586, and RA 6969. (Cheryl M. Epa)
